PROFESSIONAL EXPERIENCE
Dr. Rader is a licensed psychologist and psychometrician with 19 years of experience in providing and evaluating services for the disabled.
Specific accomplishments include the following:
- For the Rock Creek Foundation in Silver Spring, Maryland, conducted an evaluation of program services for developmentally disabled adults.
This study was mandated by the Maryland Attorney General's Office as a follow-up of developmentally disabled adults in placement and situations. Responsible for developing the
research design for Rock Creed and for conduction statistical analyses of collected data.
- Reported and summarized findings of a blue ribbon panel of heads of health care provider training programs at an NIMH- sponsored conference
in the Fall of 1985. The focus of this conference was to plan research agendas for primary health care providers and mental health liaison personnel.
- Reviewed and assisted in the preparation of a grant for the DDRC on training and employment support for disabled adults. The submitted proposal was approved for funding.
- Supervised a technical assistance project to Region III for community mental health centers. Project activities included providing technical assistance to mental health centers
and state mental health agencies, developing a regional pool of resource consultants to promote center-to-center assistance, and publication of a regional newsletter.
- Responsible for a national evaluation of the Developmental Disabilities Rights Center. This evaluation measured activities of both the DDRC Project and the states Protection and
Advocacy (P&A) systems and described the relationships between the two. Recipients of technical assistance were interviewed in the course of the evaluation to determine the perceived adequacy of services received.
- Served as Project Director of a three-year contract form the Office of Special Education to study classification and assessment practices used by school systems in evaluating
handicapped youngsters. As part of this national study of over 6000 teachers in 100 school districts were interviewed about identification, referral, and assessment practices. Student public school records including
written documents from social and mental health agencies were reviewed to extract data used in assessment and classification. Dr. Rader designed the data collection instruments and the training manual which included
detailed instructions for conducting interviews and reviewing case files.
- As the Project Director of a national study to evaluate the diagnostic and classification practices of preschool speech-impaired children, oversaw the conduct of telephone interviews with diagnosticians to obtain assessment data and interpretations.
- Served as Principal investigator of a two-year national study to verify the procedures used to serve handicapped students, focusing on the referral and assessment system which
identifies and places students in special education programs. Particular emphasis was on assessment of secondary students and factors at the secondary level that influence the delivery of services.
- lFor the Administration for Children, Youth and Families, served as the Principal Investigator of a study to evaluate the mainstreaming of handicapped youngsters in Project Head Start.
A prime focus of this evaluation was conducting child assessments and reviewing case records of medical and health practitioners and educational diagnosticians.
- As the Principal Investigator of a study to evaluate placement procedures used by the states in determining the least restrictive environment (LRE), designated "best practice" models observed at placement meetings.
- For Gallaudet College, developed training guidelines for parents, developed IE Ps for students, and conducted training workshops for teachers of the deaf.
- As a practicing psychologist for five years with the Madison (Indiana) State Hospital, performed psychological assessments and developed habilitation plans both for in-patients and out-patients.
- As School Psychologist with the Special Services unit at Madison State Hospital, performed psychological and rehabilitation assessments of public school students, provided teacher training, and coordinated hospital- provided teacher training, and coordinated hospital-community services for institutionalized adolescent.
- Served as a consultant to school systems in Appalachia through the regional Community Mental Health System.
- Provided assessment services to the Special Services Unit of Southeastern Indiana.
- Developed an identification program for retarded and learning disabled children to establish incidence levels for program planning in Tennessee.
- Taught Educational Psychology at the university level and Applied Psychology in a vocational setting.
