PROFESSIONAL EXPERIENCE
1983 - Present Director of Training and Development, MOBIUS Corporation, Alexandria, Virginia
As Director of Training and Development and co-founder of MOBIUS Corporation, Dr. Thouvenelle has a variety of research, development,
management, financial and administrative responsibilities. Since the inception of MOBIUS Corporation in 1983, she has directed a number
of educational research projects. Additionally, she has worked directly with major business partners including Childcraft Education Corporation
and the IBM Corporation in efforts to integrate computer technology in the field of early childhood education. Specifically, she has consulted
with IBM on software development and marketing projects focused on using classroom computers with handicapped and special needs learners in the schools.
Dr. Thouvenelle served on the National Association for the Education of Young Children (NAEYC) Technology Panel that developed the Position
Statement on Appropriate Use of Technology for Young Children. She has also held faculty positions at The George Washington University, Wheelock College and
Johns Hopkins University.
Research and Analytic Methods
- For the City of Rockville, Dr. Thouvenelle managed the survey of "Citizen Satisfaction with City Services".
She was responsible for formative field testing of the survey questionnaire, development of the interviewers' manual, selection of staff, data collection,
and report writing.
- Project Director for a national Follow-Up Study of Mainstreaming Handicapped Children in Head Start. This 18-month study identified
the current placement of handicapped children who were served in Head Start or other preschool programs during the 1977-78 program year. The project included a historical
analysis of the past six years' school experiences as reflected in the cumulative file of the student. Interviews with the students's parent, current teacher and principal
were conducted in the Spring of 1984.
1976 - 1983 Senior Research Scientist, Applied Management Sciences, Inc., Silver Spring, Maryland
As a Senior Research Scientist with Applied Management Sciences, Inc., directed and managed a variety of research, evaluation, training and curriculum validation projects
for a number of Federal agencies and private organization. Specific projects and responsibilities include the following:
- Managed an 18-month national "Study of Children with Speech Impairments in Head Start." This research employed Computer Assisted Telephone
Interviewing (CATI) as the primary data collection methodology and data analysis using the North Star microcomputer.
- Designed study instrumentation, data collection methodology, interviewer training for a three-year national survey of procedures
used by local school districts to identity and assess handicapped children. The survey required extensive field data collection and management of a logistically
complex set of tasks within a compress time schedule.
- Managed a case study of 15 local education agencies involved in implementation of the Least Restrictive Environment (LRE) provision P.L. 94-142.
This 18- month research required the development and validation of an observation system used to record group decision-making relative to placing individual students. It also
incorporated a legal analysis of current hearings and court cases related to LRE placement of students.
- Managed a three-year curriculum validation effort for the Hospital for Sick Children which required a time series design and the selection
and adaptation of individualized assessment instruments for young children.
- Managed the training and data collection component for a two-year national evaluation of mainstreaming handicapped children into Project
Head Start. This research employed a quasi-experimental design in which over 500 child-specific data elements were collected on each of 900 children stamped.
1970 - 1976 Previous Experience
- As a consultant to XEROX Corporation, designed, developed, and implemented a field tracking system to determine which variables
(including demographic) could be identified as relevant to training Associated Sales Representatives; established a framework and procedures for longitudinal field tracking
studies; designed a database management system for Sales Evaluation; and developed a system for Quarterly Report for several sales and technical training schools.
- As a Research Associate with Nero and Associates, designed a model for pupil planning which met criteria stipulated in P.L. 94-142;
tested and validated forms and instructional materials for use by teachers and principals at the local education agency level.
- As an Associate with Educational Projects, Inc., provided technical assistance and training to 18 specially funded grantees; deployed
personnel and material resources to meet individually assessed needs of grantees; evaluated performance of contractors; developed strategies and materials for training
regional level Federal personnel.
- As a Program Evaluator for The George Washington University, designed, developed, and implemented process and product evaluation of
the Special Education/Early Childhood Master's Program; selected, administered, and scored criterion-referenced and standardized assessments of students; analyzed
screening and interview data; and initiated the development of a model for "product" evaluation of graduates of the Master's program.
- As a teacher with Arlington County Public Schools, taught elementary level students; designed and developed a curriculum with
minimal objectives for Reading; chaired school-based committees involved in accreditation by the Southern Association of Schools and Universities.
